There's a difference between these two characters with "hair-whipping":

1. Shantae uses her ponytail as a whip (in the literal sense of the word) to hit enemies.
2. Dixie Kong does a full spin around instead, and her ponytail hits enemies with the right timing, but not like a whip would do.

I can't technically call Dixie Kong's move hair-whipping if she just spins around.
