Just as an update for everyone on a related issue, I had a problem with Vista. I could load the program, but when I selected an NDS game to write and tried to change the settings, it would then crash with an error.
After some testing, I discovered it was linked to the Vista audio service. I created a batch file that disabled the audio service, ran the program (which worked), and then enable the audio service.
