okay in order to use this app and be able to upload and download from, does my system need to be on? or do I have to be in the app?

all ftpii does is send stuff back and from your SD , etc.... required a FTP Client configured to your wii on the PC, yes you need to be in the app/ or channel

Okay so can I send files from outside of my network? So whenever theres any file transfer involved my wii has to be on?

here goes.....
install a FTP client!
configure it with a fake username password etc..... type in YOUR WIIS IP!

NOW open FTPii on the wii or channel etc.....
Now click Connect on your FTP Client on your PC, it will now connect, and SHOW YOUR WIIS SD CARD~! now start copying/writing to and from................SIMPLE!

Don't worry I've managed to read through your guide, I got everything setup, was able to to view my files through internet explorer, tried windows explorer didn't work, downloaded filezilla, didn't work so either this program is shit or your guide is shit.
