its not that the dsi shop is revived . . . Nintendo allows one to transfer there purchase history from dsi to 3ds so they can re-download their games in 3ds install-able format (or .cia for short)
(sidenote cia or citra install-able application is called a cia because citra was nintendos codename for the 3ds prior to its release . . . and also why the first 3ds emulator was named citra ... much like the dolphin emulator but thats another story)
