The source I found this on stated that it might only be for North/South America, but they had no way to confirm. I changed my post to inform of this possibility.
I didn't put that in my post originally as I didn't want to persuade people to not try to claim the game if they could get it.

Not Sure I had a few issues with this free game and still can't get it to work on my 360. I had a issue with redeeming it myself on Playstation but I put that down to being in IE while the link is US, but when I went to my "local store" and searched for "Injustice" quite a few including 3 options for Injustice God's Among us, the Ps3 and Vita's versions (which weren't free) and the Ps4 version which was free and I haven't had PS+ since Sony $##@{:"*YU)#U)(P@%TRPTUJ#EFIL#!!!! <clear's throat> sorry about that, I mean Since Sony and I had a disagreement back when the vita was still supported
Only in Germany. Other regions it's just free, no ps+ needed.
Not the first time this has happened. It's happened on a few demos as well, free everywhere else, ps+ only in Germany. I think it's something to do with the rating.
Awesome to know, clear up confusion and never knew that happened with games in Germany, learn something new... ^^,
