Not that I know of. JavaScript method as well as ASF method should both work unless there are some other problems like country restrictions I guess. Tried accessing Steam via VPN? Not sure if that would fix the regional issue.

You can not circumvent region locks with console, ASF, etc.

EDIT: VPN not only breaks steam TOS, but it probably wont even work. As long as your steam region is set to germany, you can not activate the license.

It failed to add the license to both my german accounts, but successfully worked on my Argentina account:
