When is any emulator completed? Do you consider Dolphin completed? It has more development being done currently than Citra.

It will probably take a couple of years before it's actually playable. I don't think it will ever be complete. Dolphin isn't perfect, and PCSX2 has trouble with quite a few games as well, and a lot of rendering issues.
