I am wondering if there is a patch that enables the game's resolution to go to 720p on handheld mode?

Have you tried ReverseNX? Im not sure if it makes it 720p for that specific game but its worth a shot.

It makes it 900p upscaled to 1080p then downscaled to 720p for dock->handheld
