Translation of the site to other languages
This isn't exactly needed IMO, people need to know english, even if they want homebrew programs or not, finding them translated can be difficult
some people have asked for that specifically, they need help with the interface of the website itself because there are some functions they don't understand.
we're not going to translate the files themselves though :P
however an automatic translation of the file description could be an idea ;)
I could help with the portuguese translation.

j/k ... but yeah, they should totally do that, isn't it already possible somehow?
I don't think it is directly possible. You can alter the URL to start playback at a particular time, but that assumes you know the time. I suppose some sort of browser extension could theoretically be created to store a database of unfinished videos and the times you stopped watching at, and then when you go to view one of those videos again, automatically redirect you to the time you stopped at before. But I don't believe there is anything like that now.

Although it would be a good feature for YouTube to implement officially.
