Correct. It's a patch file; you run it and the thing you want to patch through a patcher.

Patching snes,nes,genesis etc games. Mostly for small files. For larger ups is used. Mother 3 uses a ups file.

To add to purplesludge IPS is limited to a 16 meg window but even then most applications do not support window and will only patch the 16 meg (- EOF in ASCII) section from the start of the file. It is also a very dumb patcher which can cause serious trouble with the DS if you rebuild the filesystem (such as if you are using ndstool or a frontend like dsbuff and dslazy) can cause a shift if the process (such things did not happen on the earlier consoles
