It reads from both the cartridge and the SD card. Essentially, if a file on the SD card is the same as a file on the cartridge, the SD card file overwrites the one on the cartridge.
I also want to add that what it replaces does not save to the cartridge. Any changes made to the game through HANS does not save to the cartridge. So you can play the game in a different 3DS and it'll be the same as if HANS was never used at all on the cartridge.

Edit: Actually, as far I know HANS just reads the ROM itself from SD Card, but I'm not too familiar with how it works beyond its basic functionality.
Thank you. I understand now. Is there a link to HANS?

Really? Why wasn't I informed? But back to the topic, the method would likely use Hans and involve a bit of hex editing.
That's ambitious imho =o. Rewriting the Gamedata.bin seems too much and is possibly the only way to have the character blocks read, so I doubt you're doing that. Are you planning on using the code.bin to possibly inject them as Extradata? Otherwise, what black magic are you and your cult planning on doing?!

Whoa what!? That's so......weird?

Hans reads the entire ROM from the sd card once you enable it. It has no option for reading only certain files.

I can actually insert them without messing with GameData.bin by putting their files in the Person folder in the GameData folder, which is where they go for the dlc anyways. The dlc is just a glorified way of inserting files to supplement the ROM into extra data. From there the user would have to hex edit their save to add the units in or use my FE14unit files with FEFTwiddler.

I would totally be willing to try that considering I use Hans and I've been dying to use these units

idk if this is where I can ask, but how do I extract the GameData without having cfw? and if I edit it, is it possible to rebuild?

What is posted in my thread is v1. I've working on v2 and I'm close to finishing it.
I'm interested in how you're planning on adding in the units without modifying the GameData.bin. To my knowledge, you can't add a unit to the player's army if they only have a block in a map's Person file - you get them for the duration of the map, but they don't remain once you finish it. Are there additional steps you can take to avoid having to add to the character table in GameData.bin?

Dump the game with braindump and extract with Asia81's tools. Extract the resulting Decryptedromfs.bin with Romfsextractor (not optionable, extracting with anything else messes with filenames), make your edits, then rebuild with Asia81's tools.

The dlc essentially adds files to the Person folder, albeit in extradata and not the ROM. If you rebuild the ROM with the same files as the dlc added, the same effect is produced.
