Hacking Fbi signature failed error

I tried to install a certain cia file using fbi but the signature and hash check failed error came up.
Im using a A9LH new 3ds 11.2fw

The same file can be installed on an o3ds on gateway emunand 11.1fw using title manager

I ensured that the file transfer was completed without error and i entered eshop build the necessary directories.

Anyone knows what is wrong?

Can you install other cias with that console? Did you try installing through QR code in FBI?
