So I was going to buy a New 3DS soon and along with Freaky Forms Deluxe And I wanted to know if you can install CIAs On 11.4/11.5.Thank you and also if you can please tell me if it's possible to Homebrew New 2DS.Thank you.

You cannot install CIAs unless you have a CFW. Don't buy Freakyforms, buy a DS flashcard instead. Follow http://3ds.guide for more information on how to get CFW and on which DS flashcard to buy. You no longer have any free chances to get Homebrew. Following 3ds,guide is your best bet in the long run.

To simplify everything, you have 3 options for modding your 3ds in it's current state, none of them are free atm though.

1. Find a second already modded 3ds and do a system transfer

2. Hardmod the 3ds (requires soldering skills)

3. Buy one of these compatible flashcarts: https://3ds.guide/ntrboot.

There are no completely free exploits yet, but many are in development, and will be released the second Nintendo drops support for the 3ds. Also, from now on, please research the issue beforehand, as a quick google search would show you that i answer this question at least 3 times a day.
