Hacking FBI Manager freezes every single use

Hello all. I'm using an o3ds xl, was running CFW previously (I can't remember it was so many years, I think it was just rxtools) recently followed 3ds.guide to install a9lh and luma3ds. everything went fine, except for the fact that while installing safehax i kept getting "PM INIT FAILED" and was forced to use r19.

regardless, FBI manager freezes every use. sometimes it only takes a second or two. i'm lucky if i get to the CIA folder at all!

i'm sorry guys, i probably should have mentioned this - it's the "soft" freeze some people were complaining about. if i began installing a CIA before it whitescreens, if i just let the console sit it will eventually have installed. i just have to power off the device and it's a PITA. if it happens before i make it to the CIA, i have to turn it all the way off and all the way back on just to try again. it really, really sucks.
