Homebrew FBI error?

Im following 3ds.guide to install luma and stuff but Im trying to install cia's with FBI over the Health app but FBI says

Failed to install CIA file.
Result code: 0xD9004589
Level: Permanent (27)
Summary: Wrong argument (8)
Module: FS (17)
Desc: <unknown> 393

trying to install FBI.cia, hblauncher_loader v1.3.cia and lumaupdater.cia
and yes i have the db files.

Fix: Settings > Data > Software > Repair. make sure to back up SD before.
