What are you trying to do? Is the cia not corrupted? Have you tried installing something else? And what version of fbi are you using?

I use the h&s FBI and the FBI 2.x

They only install apps like sysupdater FBI NASA vc ,but don't install the games

In the Nintendo 3ds folder go to title 1-title 2 - there should be here a folder called dbs with 2 files- import.db and title.db
If not you havent initialized your databases yet
