"System Format" on 3DS systems merely removes all user data. It doesn't affect the OS at all.

I believe this is the same way Android phones work, since OTA updates replace contents in the /system partition, but factory reset merely wipes the user /data partition.

Formatting a 2ds will update it too? Current Ver. 11.5.0-38U
What do i need to prevent the 11.6.0 update?
