Canadian Visa debit technically does NOT use Visa network, so merchant needs to specifically states that they accept it. This isn't like US Visa debit where transaction does use Visa network.

Or look for places that advertise it as e-mail delivery.
The problem with buying them online is that the websites almost always make you pay extra activation fee.
