How do you extract an Icon from a decrypted 3ds file? I am on Linux, but I can run a VM if needed. I would just prefer not to.

Ohana 3DS and Kuriimu (not the main one, there's one for images) should both be able to handle simple extraction, while the latter can do some edits too from what I remember. Check them out to see if they are what you are looking for.

PS: Don't think they are for Linux though, so you may need VM...

Can I use them with decrypted .3ds files? Or do I need to extract them first?

Kuriimu comes with an extractor if needed, never needed to do any modifications to decrypted files so I can't say for sure, but they should work fine.
