A couple of years ago I ripped my games and installed them on my ps2 drive, now I have all my games as .01 .02 .03 ...etc file format and I have no idea how to turn that back to isos or to transfer those to my new drive. Is there a way to do this? OPL manager shows me all of the games but I don't see an option to transfer to the new drive.

I am hoping there's a way without reripping all my games again.

Probably just a split file that can be joined with a variety of programs, like the command line "copy"?

Of course, since you have the HDD and that was the original question in the first place, you can use HDL Dump (with the disk connected to the PC, or over ethernet):
https://bitbucket.org/AKuHAK/hdl-dump/downloads/hdl_dumx_rev47.zip - software
http://web.archive.org/web/20120720230755/http://openps2loader.info/hdldump/howto.html - instructions (the parts you care about are about 60% down the page) :)

Part of the issue I'm seeing is at some point I changed to ntfs somehow with losing my data so while opl manager sees it my other apps see it as not a valid ps2 drive
