Gaming EV points and their effect on stats? (Pokemon Y)

So I've done a decent amount of reading on the subject but there are still a couple things I'm not 100% on. From what I understand your EVs are calculated into stat gains each time you finish a battle, is this correct?

Also, I remember how back in Gen 1 leveling pokemon from the lowest level possible will give them way better stats overall. Is there still a mechanic like this in Gen 6?

There is no importance which level you start efforting your pokémon.
For every 4 EVs you get on a stat, you will have that stat raised by 1.
I don't see why efforting in old fashion when super training makes everything so easy.
