Hardware Error Code when trying to Format system memory (New 2DS XL)

hey guys,

I buy a lot of second hand 3ds's, and Ive been able to format them all, however this N2DSXL I got keeps getting "Error Code 009-6535" when I try to format it.

Ive been trying for half an hour and still the same thing. Is there any way to fix this? I need to format it to keep the previous owners account off of it.

Its Ver. 11.10.0-43U
