Hacking Error Code: 022-2634 When Starting eShop N3DS

I have an N3DS with emuNAND and my firmware version is 9.5.0-28U. I already updated the Nver to -28X. I then did the whole backup emuNAND, Nintendo 3DS folder, and then formatted emuNAND. Set it up like normal and linked my NNID. I then restored my emuNAND bin and my Nintendo 3DS folder. The only problem that is even after using the guide to "fix" this error, I still get it when launching eShop from Hans.

I don't know how to fix this but I had to reformat my [old] 3DS and remove emuNAND. I made a NAND backup before I installed it so I'm going to try to see if I can restore it (that might be what you have to do if all else fails) I'll tell you if it works. (BY THE WAY, this is still the [OLD] 3DS in case it makes a difference
