Misc Error Code 009-2920 when trying to redownload purchased themes

I'm just trying to redownload my old themes, does it have something to do with my CFW?

Looks like you have fake tickets for those themes, you have to delete those tickets associated with to allow you to redownload them.

Edit: And yes, it's very possible that it was caused by fake tickets conflict (as was said above):

If not, then use another connection to internet with your console (or check the actual... perharps you are using some DNS/proxy/firewall that blocks access to Ninty servers)
