Hacking Error C4-2311-7

Hello to all I possess a pstv with firmware 3.60 that has never been connected to the internet and is not activated when I try to install Easy Installer or Bubble Ark Fast him then installs and reboots when trying to install I get stuck at 66% and I this error C4-2311-7
does anyone know how to fix this?
