Hacking error 3ds only.

dstwo with firmware v.1.19 work fine on dsi(1.44);but on the 3ds(4.5.0-10u) error message "An error has occurred. Press and hold the Power Button to turn the system off. Please see the Nintendo DSi Operations Manual for help troubleshooting.

that is weird. how about this method. it is not official but works for many test. Download the latest update patch. then update your dstwo on 3ds.
1. You need to rename the dstwoupdate.dat file to dstwoupdateb.dat.
2. Stick it in the root of your micro sd card.
3. Try to run the cart and you will get the blocking error message.
4. Just keep the 3ds on for at least 3 mins (someone says it should be 5~8 mins or more)
5. Your card will be updated

Are you sure you're putting all the updates on the DSTwo? All of them, EoS updates and everything.
