Seems the game cia install file is corrupt or the (micro)SDCard is dying.
- Check the S.M.A.R.T values of the Card https://www.hdsentinel.com/how_to_monitor_sd_card_health_status.php
- Make a full read/write check with h2wtest (recommend) or another partition programm.

Previous solutions were way too extra, at least in my case. I had this happen on a brand new Sandisk 32gb SD card, and every other title that I had downloaded prior to switching to the 32gb SD card worked just fine. What worked for me was very simple, saw it on Reddit:

Connect 3DS to WiFi -> Open FBI -> Head to "titles" folder -> Find the game that's not loading (In my case it was Pokemon Moon) -> Press A -> Import seed


Definitely try this before doing anything more complicated just to be sure!

The Seedimport was released with FBI version 2.2.3, latest versions (i.e. 2.6.1) support automatically seed import when a game is installed or already installed

Install titles/tickets from a file system, over a local network, or over the Internet with a URL or QR code.

• Automatically imports title seeds on installation, either from the Internet or the SD card.
