Hello, have you tried to access the update menu via recovery mode (A+R+L+Dpad Up at boot)? If so, are you also getting this error in recovery mode?
I don't see what you are talking about. There is no v11.17 firmware for the 3DS. (and I don't think we can answer this question for the moment, moreover we don't even know if there would be a next update.)
But in some services, do you still receive a notification asking you to update the console, even with v11.16?
