Hacking Encrypted files (.app/.h3) to code/content/meta folders?

I know there's NUS Packer to make installable files out of "Loadiine ready folders" but vice versa is there a tool to make the meta files accessable again?
For example I'd like to change the icon and bootscreen images of the HBL2HBC forwarder channel before I even put it to SD:\install\hbl2hbc
I'm aware I can do it with ftpiiu afterwards but that's not my question.
