ROM Hack Editing a acb/awb file

So I'm making a mod for rpg maker fes to add music/sound effects. Problem is I can't find any program that can add music or create a new acb/awb file. Best i can do is change some of the soundtracks. If anyone knows a way of custom building these files or adding to existing ones that would be great.

i searched many times like you but without a result.
how could you changed some sound tracks?
