Homebrew Easiest way to dump/emulate 3DS games?

Never mind I figured it out.

I also figured out how to dump cxi files from cia files, but how do I apply a patch to a game "app"?
 
I heard you can dump DSi games with rxTools and Decrypt9, but how?

I think it might now be possible using GodMode9. I am not sure how, but I think you can. Decrypt9 dumps games only from the sd card. DSiWare is not stored on the sd card

That's not entirely true.
Decrypt9 can dump ticket.db, as can GodMode9. The resulting file can be used in FunkyCIA2 to download all the associated games from NUS (or selectively download only certain titles or certain types of titles, letting you download only DSiWare if you want) and build proper CIAs from them, including DSiWare. This is the cleanest method of dumping eShop games (along with FunKeyCIA and frontends to both)

I have successfully ripped some dsi games but how do I run them? I heard No$Gba can run them but I can't save. Is there any emulator that can run them, save, and has savestates?
