You can use DDD to dump games.

To download tickets, you need to run iosuhax and then use wupclient. The process is pretty convoluted right now

Do you still need a valid ticket with sigpatches?

You need a valid title key to decrypt the NUS package. A ticket can be faked to have a valid title key. Then you can boot the game if you have sig patches
