Hacking Dump / Inject GBA Games

Dumping GBA games is easy. Same as dumping anything else on the Wii U.

However, I'm not understand how to inject a GBA Rom.

In the /content/ folder I see a big file called alldata.bin. This is the only file where the GBA ROM could be but due to the file size it is way to big to just have the gba rom inside it. Perhaps it has the emulator?

So how do I inject a GBA Rom to replace the dumped on?
