I know there are allot of tools to do this but i can not find a CIA of the app's. I use rxTools CFW but like a said i only can find a .3DSX or SMDH and far as i know you can not run that file type using rxTools.

Edit: Solution is really easy, just download DSP Firmware Dumper and set the folder on your SDcard inside the 3ds folder. Once that's done you can run the DSP Firmware Dumper from HBL (HomeBrew Launcher).

just run it in homebrew launcher, you can use hblauncher_loader if you need an entrypoint

How can i run this with HBL, standard it's not there ?

You can convert to cia if it's an arm11 homebrew, if it's arm9 you can't. Don't quote me on that.
