ROM Hack Dump DS Games with Homebrew?

Hey!

I started playing Pokémon Soul Silver again and I wanted to know if you can dump DS games on a 3ds with homebrew? And if so, how do you do it?
And does Pkhex read the dumped file from Soul Silver?

No you can't dump game, but you can dump save file of Nintendo DS cartridge and replace it with an other on your SD Card

If you can install the .cia, install it because the .3dsx file need Pokemon Dream Radar or PokéTransporter to load the homebrew, because it's need some permission that .3dsx normal can't have
