Hacking Dual SD cards new 3ds FW

No. Where would you possibly put the 2nd one? Unless you did some insane hard modding, which I doubt the firmware would even allow.

Unless you mean with EmuNand, or..transfering data? If so, that's possible.. More information needed.

Of course, just setup one card the way you need then make a raw backup of it (like with hdd raw copy tool) and restore the backup on the second card. Ideally both cards would be identical, at least of same size.
I'd rather get a bigger card tho, to get around the hassle of swapping

As long as you have the EmuNAND partition on both I think it's fine. Use some tool, such as Partition Wizard or GParted <3 if you're on Linux, to copy the partition over.
