Hacking DSiWare Downgrade Requests?

Hello! I was wondering if I could find anywhere I can send a DS in (not mine but someone else's) to get a downgrade through DSiWare.
I do understand there is a hardmod request thread, but I'd like to know out of curiosity and convenience.

Well, you can send it to a hardmodder, so he can downgrade it via a hardmod, but in this forum, a DSIWare downgraders thread doesn't exist IIRC
