Because those over 32 GB cannot be standards-compliant SDXCs, which by definition must have a single FAT64 (aka EXFAT) MBR type 7 partition, while a SDHC has a single FAT32, MBR type C one - no significant low level differences unlike with SDSC
What...? SDXC and SDHC can be formatted any way you want.

Also I don't think anyone refers to exFAT as FAT64.

At which point they're not standards compliant anymore, because all SD standards also specify their mandatory official formatting

And it's exactly because of this, that you can take an SDXC, partition and format it to FAT32, and use that nonstandard thing you now have on 99+% of SDHC gear, but the same product can't advertise SDXC support
