Do I need the GBA-expansion or the Rumble Pack (or something else?)

You need a slot 1 flashcart to run the browser from, and some sort of slot 2 cart that has RAM in it (most carts that fit this description can be used these days). Depending on the RAM cart you want to use you may also need to patch the browser rom.

Is the RAM expansion also available without the GBA expansion and the rumble pack?

There is an eWin 2-in-1 that has GBA and RAM expansion but no rumble, if that's what you're asking. But it's difficult to find these days (psxboy.com is out of stock but used to have them for $14 shipped).

As far as I know, there isn't anything that has only RAM expansion but no GBA.

Uh, the original RAM expansion that comes with the DS browser retail cart does not have GBA or rumble support...
