Hacking Download problem in eshop

I have a N3DS with 9.5 emunand and menuhax set to autoboot rxtools through bootctr. I booted cubic ninja and initiated ninjhax, held R (because that's what I have HBL set to) and booted up HBL. I launched the eshop app and went to download an update. It's trying to download, but it's not "filling up". At all. Help.

I will sadly let you know that with the 10.3 update eShop downloads were blocked again.

This time it looks like it's for good, the web browser has been updated to -28 in the 10.2 update but the server changed this time to only support that browser version making every firmware from 10.1 and below unusable to download anything.

Yes, I am aware of that. I installed the latest Nver. I would appreciate other, more credible input.
