Best reinstall menuhax and then downgrade using that. The ARM11 exploit is a lot more unstable when launched from browserhax.

How do i open browserhax when i cant boot into Hombrew? It just goes straight to the homescreen?

well, first, delete the payload from the SD Card. Now try and boot a 10.3 browserhax to install menuhax.

The menuhax button isn't going to work until you reinstall menuhax.

Also, the issue is not the starter kit.

Once you get into the Homebrew Menu, go to the Menuhax Installer and install it.

Are you using Browserhax? This won't work with Browserhax. Install Menuhax.
