i have a 3ds in 9.0sysnand
bought in brazil

can i downgrade using the USA files from gateway? since there arent brazil files and any 3ds bought in here ONLY PLAY USA games

Brazil doesn't have an own region, pretty much all America is region U (North, South, Center and... Saudi Arabia... part of America according to Nintendo).
But as VerseHell says, take a look at the final letter on your FW in System Settings: U = America.
