Hacking Downgrade from 4.5 to 4.3

Hello.
Is it possible at the moment to downgrade european 3ds from 4.5 to 4.3? I want to do this cause my old flashcard is working only on 4.3 downwards. If yes, then where can I find downgrade files?

You can't. There's only one downgrade file for each region for now.

I could be wrong but i'm guessing he won't be able to install the cia file. If he had a gateway to install the cia he would already have a working blue gateway ds flash card. The only reason i can think of him needing his old flash card would be for ds profile to get CFW. Anyway without a way to install cia files it's not possible.
