Don't know, i don't have entrypoint for homebrew luncher, i can't use basehax entrypoint for downgrade like 2DS 10.7 ? It's from the tuto u have linked.

EDIT: sorry if i have bad describe, i have install the nand decrypted in 3DS 11.0

Yep. If I were to have 2 O3DSes, 1st one has arm9 and region changed to US, 2nd one has ofw v11.0 US. Will downgrade still work?

Not sure if the transfer process goes through nintendos servers (which a region changed 3ds cant do) but if it doesn't, I see no reason why it wouldn't work

system transfer does go through Ninty servers, because it tells the servers to disconnect your NNID from one console ID and then connect it to the other console ID instead.
