Does the switch have the same power when its a handheld as when its plugged into the TV? I noticed zelda was really laggy in the video that they put out. Any input from the nintendo geniuses would be greatly appreciated.

It should be, some source on twitter (don't know if they're reliable personally) says the dock only has charging and TV out. But maybe it's forced to run at a lower clock to save battery power, it would suck if that's the case.
 
This might sounds strange, but I sure hope the Switch has lower power as a handheld. Nintendo has a reputation for making polished games. Nintendo is the kind of company that would straight up refuse to release a game if it wasn't running up to par. If Breath of the Wild runs on the handheld thing (the framerate looks choppy, but they could fix that before release) then the handheld must be at least decently powerful.

If they have to underclock the Switch on the go, that might be the one thing that forces Nintendo to make a powerful enough console that it can run games beautifully when overclocked, because it has to be able to run games acceptably when underclocked. Nintendo does not have a history of making powerful home consoles, but this might actually force them to.
 
Part of me thinks the choppy frame rate is due to BOTW not being done yet.
Right. The E3 demo got super choppy too at some points, but at other points was fine. That screams unoptimized.
 
Keep in mind that all the game footage in the video was most likely added in post. Though it's odd that particular part was kinda choppy if that's the case.

Switch could very well be underclocked when running in tablet mode since it'll be using a lower res screen and to save power. It could still have been recorded on Switch hardware in tablet mode. I didn't notice it in the other games they showed.
 
It probably has more power when connected to the dock. Nintendo only said that the main features of the dock are TV output and charging, so that implies that there are other features. Bethesda also said that they wouldn't support the system unless it's at least as powerful as the PS4, so we'll have to wait and see.
