it supports up to 9.8 in emulated nand mode after you can run/trigger the exploit on 9.2 and below, the emunand is a feature.

if you want to play roms from your own region, sky3ds which emulates a standard game cart will work on your firmware. the blue button version is the one you want. its plug and play after you have added roms to the micro sd card for it.
