I don't think so because you don't need an internet connection for local play. Since many people have been banned today for hacking their console, maybe someone can test it.

Technically 3ds did not need online to do local multiplayer because online is on a different setting compared to WiFi, what I mean is aslong as your Nintendo Switch has WiFi connection on and it's near another Switch, it can connect to that Switch through WiFi, it doesn't need online. Yeah WiFi is online but that's only if your near an Internet Hotspot and switch is not a Hotspot but it will do multiplayer through the WiFi connection, don't ask why it spells WiFi that way, tablet autocorrects.
The other players could download a banlist, or they could include one in the firmware.
Alternatively it might be possible to set and send a flag with the banned Switch to the others saying "don't allow local". I imagine such a flag would be reset with the levels of access we have here but could be a frustration measure.
