Hacking DNS for Europe and blocking updates

On the guide here wasn’t as clear do I reverse the settings as below for blocking update see below?

Europe region:
Set the primary as 81.4.127.20 and the secondary as 168.235.92.108

Also is it recommended to do the router I seen a filter setting somewhere here?
Also I heard about ppl deleting the update file should I do that?
 
I would recommend you delete the Update folder CAREFULLY?

I no longer have DNS Blocked after I done the above thread link.

Anyhow I First used this. Then done what the thread above says.

Option A: Use DNS-U and TitleDNS
DNS-U and TitleDNS block Nintendo's update URLs at the DNS level to prevent system updating. To set it up, set the Primary DNS for your Wii U's wifi connection in system settings to 35.164.240.189. For the Secondary DNS set it to either 81.4.127.20 (The Netherlands) or 168.235.92.108 (Los Angeles), whichever you're closest to.
