Hey, not sure if this is allowed here or not, but I hacked my EU 3DS some months back (for the note, I'm in the US....pal sent me this 3DS for nothing in exchange....but that's an irrelevant story.

Anywho, hacked the 3DS and got some CIAs to work on it (for the record, I'm NOT asking for cias or sites where I can get them or any sort of distribution like that) and although the games work flawlessly, the DLC cias are a different story.

Here's the story for 3 games I tried the DLC for:

    1) Smash Bros. 4: Without any DLC, it runs fine...base game as it should be. With the update DLC, it prompts for an update for the game (as to be expected) and completes, giving a prompt that the update has been completed. Upon clicking the game to enter it, the 3DS prompts once again to update....no matter how many times I update, it continues this loop. Even with the other DLC, it continues....no new characters unlocked. Still runs base game alone, but now with this pointless update prompt that does nothing.
    .
    2) Phoenix Wright Dual Destinies: Without the DLC, it runs fine...base game as it should be...but upon accessing the "View DLC" in the extras menu, it starts loading, spits out a "009-2920" error, then spits me back out into the Extras menu. Several attempts and same results. With the DLC, again, game runs as it should...but with a slight difference. There is no "Special Episode" option and selecting the "View DLC" option now starts loading, gives a black screen when loading is complete, then spits me back out to the Extras menu.

    3) Spirit of Justice (Phoenix Wright): Without the DLC, base game runs as it should and the game even lets me enter the store via "View DLC". With the DLC, same issue as Dual Destinies, no extra option for DLC chapters, selecting "View DLC" starts loading, gives a black screen, then spits me back out onto the Extras menu.

I'm certain a similar issue would be on my Fire Emblem Awakening, but I haven't gotten that far yet.

Does anyone have any suggestions on how to fix this? Any help would be greatly appreciated. A complete fix would be worshiped.

Does your 3DS have any legit, purchased, DLC downloaded/installed on it?

Is that what may be part of the issue? I'm ashamed to say that the only physical game I own is Fire Emblem Awakening. The remainder are Cias. T_T

I think this still applies. If not, someone will correct me. With the 3DS and CFW, your DLC can be either all legit, or all pirated. If you mix and match you'll have issues.

And you're positive these DLC CIAs work for others? The DLC was for that specific game?

They should. They've come from "A Very Popular Database That Specializes In CIAs That Would Be Considered Piracy Upon Mentioning", though I have tried some versions from reddit and Youtube...all have the same effects. And yes, I made sure they were EUR version.

Well, nobody calls like that any .CIA site or the old title key site, so it would be better to be a little more specific (that iso site, that cia site).
    Also...
Are you sure you're using the correct region of DLC?

I'm not certain if it's the same CIA site, though....but I guess I'll just go along with it....could be?

EU model, EU game CIA, EU game DLC. It's all about EU.

The maybe the .CIA didn't work. Possibly a bad dump, or your Internet rushed the download and it is incomplete by some bytes or something.
Try to find a new one in that iso site (just Google it) and it should be fine.

I'm trying out every DLC CIA file I can find. The issue persists. Is there anyone who has similar issues and/or a fix to this?

Easy fix, Don't use the e-Shop when you have pirated DLC as it will be removed (or so I've been told as I have yet to actually have this issue or have yet to notice it), as the only DLC I have that I don't own is for Fire Emblem if

Basically if you are using a out-of-region game in this case US Smash on a EU console, the game will go seek out the .cia from us eshop with the eu game titlekey making the download impossible because it can't find the game on the US CDN

    Example:
EU Game ---> EU EShop ---> .cia Downloads fine

US Game ---> EU EShop ---> EU EShop: Wth is this game?? ---> The .cia will not download because it can't find it in his CDN

About the DLC being removed it also happens me when i install pirated streetpass premium and i connect ti Nintendo Network so you can't do anything with it.. But i have pirated smash and dlc on a eu console. Same with other games and dlc/updates never got removed

Nobody has ever called any CIA site that. So that's a bit weird of you to say. But honestly, I don't care where you got it from. It's either (1) The wrong region, (2) you have purchased/legit DLC content on the 3DS already installed, (3) you are connecting to specific Nintendo services that are removing them, such as the eShop, Mii Plaza, etc, (4) the CIAs you have from this "AMAZINGLY AMAZING AWESOME CIA SITE" aren't good CIAs. You can check your installed titles through FBI or GodMode9 and see if your DLC is for that titleID. The same game may have a different titleID in a different region, and you need the DLC to match. Oh, and there's always (5) which is that the DLC isn't out yet, because it is a weekly drop.

Those are the only cases and there is no easy fix until you figure out what is going on. I guess case (6) could be an issue of multiple users, but it shouldn't as you can only have one NNID linked to your device at a time.

Oh, and there's always (7) a corrupt SD card, but if it were that, it should've showed more signs by now. Unless it's an SD card that faked the size and you are now out of space (example: the card advertised for 128gb but was $10 and you really got a 16GB card that someone faked the size on. Once you run out of that 16GB of space, it'll start acting funny, and you can't install anything else). Or (8) you're SD card is simply full.

Fix for you guys' problems, although been mentioned above. Out-of-region games WILL try to update but either complete and ask for another update or get stuck at 99% and crash, along with getting errors when accessing the in-game eshop. Also, DLCs OFTEN (not always) get their tickets deleted, so while they stay in your SD card, you can't use them, so never go on the eshop with a hacked 3DS, you won't get banned, but more likely than not you will lose your DLCs.
