Is it possible to make a direct copy of a backup disc with like nero?

nope. Majority of PC drives can't even read wii discs properly, only what, 2 LG types? and even those you have to follow a specific method.

Just dump them either via usb loader, or via DVD dumper.

.... yes you can

If it's already a copy, you can copy a copy using tools such as Nero (but I'd suggest using Imgburn). You can't just directly copy an original like this though.

I'm not talking about a real disc just a backup that i want to copy for a friend.
